So does this apply for people who have been newly licensed (after may 2003), or all young people who are 16, 17, and 18 during the time and who have already gotten their license months before?

I would expect it only applies to people applying on or after May 2003.

good move, graduated license is a good idea i think it applies for anyone that JUST got their license after may2003, so if u are 19 and just got your license, u in propationary till your 21

i kinda like this idea ....set some stupid drivers straight!! i seen a few incidents where poeple run the stop signs and red lights ..my sister as a matter of fact was almost killed by some punk ass asian guy who ran a red light ....how stupid can a person be!!
