ya i know i will probably get flamed for this, but i am just wondering that an offset for wheels are, like a 4 /100 & 4/114.3 i know the 4 is for a 4 bolt set up, but what does 100 or 114.3 mean? is it the distance between bolts or something? and also what size would i need for a 94 teg, would it be a 4x100?

That's the bolt circle diameter measured in mm. Draw a circle through the centre of each bolt hole, and that's the bolt circle diameter.

Wheel offset is something different.

is Negative offset "dish" rims? rims with negative offset are pushed out more, so yes, they will usually have more dish, although it is possible to have some deep dish with positive offset rims too, simply by having the spokes curl inwards towards the lip.

My wheels have a +35 offset and 2.5" lip on them, you can see in this pic how the spokes "curled" inwards as jeff said
