WTB: car for $2000 and under

As the title states, I am looking for a cheap 1st car for my younger sister,

I need it to be automatic, cheap on gas, and not too much work to be done on it,

She will be using this in the city, so we arent looking for a super vehicle, but reliable and CHEAP ON GAS, as well must be able to pass a safety

Am very interested in older civic hatch backs...1988-1991
