how do i get rid of it?

i was thinking just of just using rust inhibitor and then painting the nut & bolts and every else. is this the correct way or what are the other solutions?

Is it rust under your brake master cylinder? Chances are you've dripped brake fluid around if so. If it's just general rust everywhere, then chances are your whole car is rusting like that.

The "proper" way of fixing it is taking the engine out, then sanding off the rust, painting over it with something like POR-15, then a fresh coat of paint.

it is just the bolts, but paint over it. IF its anything that is easy to sand down, then sand it down first, then paint it.
