pic isnt bad to work with, but the rims already look fairly white

I've never been very good with PhotoShop, but I love Jasc Photo Paint. I can do a hell of alot more with it, than I ever could with Photoshop.

However the back tire was harder, but also being that the wheels were silver or gray to begin with it looks like I did nothing. I did change them to white tho, I did most of it at the 1 pixel level.
