I have a picture, but when I put it onto any background, it is surrounded in white.
Like this:

But how can I make all the white areas transparent, such as to appear invisible on a multicolored background?
Here's an exapmle of my problem:

Can anyone shed some light?

Use the lasso and just highlight the area that you want from the pic. Hold shift to add parts, and then alt to remove parts.

Use the trace tool and copy the image to a transparnt layer, and then save as .gif

usually I use the magic lasso (tolerance with 0) and take out the obivous white first, and I use mask to brush out the jaggy leftover... I don't trust magic lasso at tol=32 anti alias...

there's other way to do it, like the mask views (where you can brush over the junk area and the switch back to normal view which will automatically select the car ; you can then delete the brushed area easily) or you can manually Lasso it point by point but that's kind sketchy 'cause if you make a mistake you have to start over again....

Looks choppy, should mess with the Lasso tools.

also with Gifs there will always be some jagginess, if you want anti alias alpha channel quality, then PNG compression would be the format of choice. (or JPEG2)

How do I change the file from a PSD document to a JPEG or GIF though?

You could also use the Extract tool. In Photosjop 7, its under the Filters Menu.

Edit: Here is a tutorial I found http://www.pstutorials.com/extract.htm
