BMW Mini - Wheel well reflectors

Does anybody know what year/trim level of Mini has these wheel well reflectors? Are they actually lit or are they just reflectors? If anybody has one that I can dry/test fit on a different car let me know.

Those are reflectors. Don't all the model years come with them? It's required by Canadian and US law to have a corner side reflector.

I'm not sure what years did or didn't get them. Some of the pictures that I've seen didn't have them so maybe they were European versions.
