I've seen that same 03 White civic with bc plates parked in lot 21 at U of C around 11 AM - 4 PMish regularily on MWF when I have class. It does look pretty similar to yours and I remember it having upgraded rims although I dont remember if they were like the ones you posted. Although I'm not sure if a University student would steal a car and then drive it to school daily. You might want to take a cruise through there to check it out if your really desparate to find it.

Well if someone stole a bag from another car with the keys, I doubt they planned to steal that car, and it just kinda happened....hence it doesn't sound like a planned steal, then strip down for parts deal, so it might still be intact. either way, good luck in the search, I'll keep an eye open. Can't stand criminals.
