How can I make a gif out of a video?

I have a video of my dog humping a toy hippo. Wanted to make a OWNED gif out of it. Possibly slap the head of a fellow racer on the Hippo's body.

How could I do this and what program would I use?

I use Jasc Animation Shop 3, it allows you to open mpeg files (you can open certain sactions, and choose how many frames/sec to open) and save that as a Gif.
