Question about people banned from a site?

I'm just curious, when a person gets banned from a website or forum of some kind, do they still have access to brouse around afterwars as a visitor, or does the site not allow access because of IP address?

It depends on how he/she has been banned. When a user's account his banned, he/she may browse the site as any one of us can without being logged in. If a user is IP banned, he/she cannot even access the site.
