I was looking at a bunch of wrked MR-s and i was thinking of buying one, fixing it up then just using it as a track car. Is it allowed at all? Even if its just going to be a rebuild? and if i really wanted to later, i could just insure it in Buffalo under one of my families that live there and just drive it down here. I go there every month or so anyway :D

No, you can't import wrecked cars, at least that's what everyone tells me

Even if you could, why would you? Only to have it cross the border $1200+198+aircond fee+ inspection+out of province inspection+misc fees= $3000
Only to have it cross the border then fail it's inspections, sending your vehicle back to where it came from.

EDIT:
Under the RIV the mr-s is prohibited in Canada. Hence why they dont even sell it here.
