I don't think so, the back alley is still part of the road, and for a vehicle to be legal to drive on a road it must be registered and have insurance, plus I'm sure there are other reasons why a gokart on the road isn't a good idea, regardless of how much fun you could have :D

BUT I could be wrong about all this.

nope you're right... basically wherever you can drive a pocketbike, you can drive this. Parking lots work just fine as long as you have permission.
