99 and up i think

98 and up. 94-95 are five spoke, 96 are 6 spoke, 97 are mesh.

edit: also how much do you think painting them or powder coating them to gunmetal would cost?

You could paint them yourself for $20 or so. Just buy some Gunmetal auto/wheel paint and layer it on.
