There are reports that Merc dropped the appeal after cutting a deal with FIA on the future of Massi and Nikolas Tombazis.
Today FIA had said that decisions on the investigation will only be released on March 18th.

I believe the rumours are true given that F1 is becoming popular with a younger crowd and also growing in the US / China and that Mercedes has been benefiting from years of relatively cheap marketing from it for its passenger vehicle sales.
I'm sure if VAG is willing to inject capital they'll have some negotiating power with F1 and as I can't see a Merc/Vag engine supply connection given their competition in car sales, investing in Red Bull makes a lot of sense. Perhaps some of the engine R&D would flow down to Porsche's other racing teams.

F1 tv pro for me then. Pretty sure I read that they won’t show the first practice sessions. I was excited to see them, guess they don’t want to show off failures.
