I'm going to wear a zenops hat for a moment and actually say it's not a bad idea strategically to have Greenland. If climate change ends up being as bad as the doomsday scenarios, it might be a lot more habitable or even desirable in 100-200 years.
Did they mention a time frame? 10,000 years?
Looking at paleoclimatology, evergreen trees used to grow at 70 degrees N latitude for about 80% of earths history and the average Arctic temp was around 0c.

Climate change is probably a thing, it is absurd to think otherwise.
No doubt we are in "extreme measures" if you have to do a closed loop water system like El Paso. It costs a lot of money to not use rainwater, or aquifers for basic human sustinence, nevermind some sort of food production.
Will El Paso be "unsustainable" in a decade? Could be.
