Solution to resolve sidewalk flooding

Seems the sidewalk has settled over the years. Last year and this year, there has been lots of flooding during warm temps in winter. Water collects on the sidewalk and then refreezes. There's about 3 - 4 inches of ice on the sidewalk in the attached pic. The sidewalk also floods during rain in the summer but it evaporates eventually.

I have chipped the ice out in the past, but doing so doesn't stop the water from collecting again from snowmelt and then freezing. It's a battle that is never won.

What is a solution to this mess? I read that the sidewalk will have to be jackhammered out, properly graded and re-poured.

This belongs to the Town. It's adjacent to my property. I called them and sent an email today with a picture to try and get some action going here. I have put in a few requests over the last 13 months and it's went nowhere.

They told me today that they are going to send the public works foreman out to investigate "sometime today."

Dig the grass down. Min 2" below the sidewalk. Grass gets deeper over time. 2" will last you a few years.

Thanks ES. Seems simple enough. I will relay that to the foreman if he shows up.

I don't anticipate that the town will do anything about this. This becomes a problem with lots of sidewalks because they are built when new with the concrete roughly level with the soil, and then the sod is laid over that (roughly 1"" and grows up and traps dust/dirt/whatever and gets thicker(another 1-2 inches in first decade).

Really sidewalks about be pours like 4" above the soil height, but then some asshole would trip and they'd sue the city or the contractor.

Spent the first 18 years of my life in a house with this issue, and it's a battle. Living on a is the real solution.

Hey ES, the public works guy did show up. I asked about digging the grass out idea that you mentioned. He said that's exactly what he was thinking. He had special term for it tho. Can't remember what it was.

Anyway, in the spring they will return and do that. I have to follow up with him after to see if it still floods during the rain as that will tell if the problem is fixed.

If it still floods, he said the next option would be to mudjack it.

He also granted me immunity from the local CPO possible harassment lol.

Update!

Got home from work last night and noticed they did the work at some point over the last week. Turns out you can get peoples asses in gear by putting in writing that you’re withholding property taxes until they do the fix. Haha.
