I got a letter at my place in Calgary saying I have 14 days to pay a parking ticket I got in Lethbridge or I will be summoned to court. Is this serious? Don't they just make you pay it when you re-register your car?

All it means is that it will be sent to court. If you do not show up for your court date, they just add more onto the ticket.
They won't put out a warrant for it or anything. If they did, I would be pretty pissed off that my tax dollars are going to cops "hunting down parking tickets." But gotta agree with eb0i, seems like you get a lot of em.
