Correct. All letters are available, but, they have rules where you can't substitute a number for what would be a letter on a custom plate. For example, "B3YOND" would be rejected, as would be "1NL1NE".
At least that was how it was explained to me when I was looking into it. Perhaps @dannie could shed some more light as our resident expert.
Yeah, their rules are frustrating. There was a guy with a plate like B8BB88B or something that I always thought "great job, guys! No one will ever be able to accurately name that plate to police of there was an incident because the B's look like 8's and vice versa". Similar to YVVYVY or something.

It’s also pretty frustrating because you will get tickets because the meter maid never puts the 0 in correctly and it comes up as you not paying.
I got in regular fights with UofC parking over it.
Something to deal with now that I am using my Vanity plate again.
