Whatever you do, make sure it can't be traced back to your house - the last thing you want is people with nothing to lose and immunity to most crimes mad at you.
Your best bet might just be to wait for the Winter to naturally remove them, and put something there so that it makes it a less desirable place to re-settle in the Spring. Maybe brainstorm with the neighbors/business owners - sounds like you all have a common interest.
This is getting to be quite the structure, they have a tarp on top, a tarp on the ground and some hard flooring laid down. There's another tarp going up next to this one now, it's turning into a dry channel all the way down.
So it seems like the only suggestions are a lot of unlawful things and to turn on the sprinklers. The sprinklers would be similar to the rain we got today and with the tarps, I really don't think they got wet. It's a pretty solid setup.

Scatter around camp.
Randomly chip, beep, buzz, play Rick astley never gonna give you up wavs. Maybe some xvideos sound tracks.
Mesh network them (gotta love integrated wifi and BLE) so they're going off at random sometimes together often quiet. Should be able to get a solid week of annoyance off 100mah...
Police and Bylaw do literally nothing to deter the homeless from doing what they do. Tickets obviously don't work and I don't think being there is going to get them arrested - even if they did they would be out in no time and right back there. All they do is tell them to move along or take down their tarps, and they'll be right back up the instant the police leave. At my old condo we had to have crack heads kicked out of our parkade area several times a week by the Police, same general group of people every time, for the entire 7+ years I lived there. I wouldn't be surprised if they're still there as there as it was warm and there is never a consequence.
Putting a large physical impediment there during the winter when they have left for warmer accommodation is still the best solution IMO. If something is there that they can't move, they are going to find somewhere else.
Go dig up a few big ass Ant hills, dump them beside their "camp". Give it a couple days.
Buy a camper and leave it there so they have something nicer to stay in.
Go to mustard seed and tell everyone the sweet tent spot you found to sleep, hidden from everyone.
Let the hierarchy of the homeless sort it out.
