yes they are illegal... law says you can only have white and orange lights on the front of your car and red orange and white on the rear... any other colour is illegal especially blue as theycan...

i had one of these systems in a car i purchased over a year ago and i searched high and low for a year and could not find ANYTHING... you'd be better off just getting one of the cheapie arctic or...
