If it really will cost the guy 2-3 grand for the swap, then I'd agree its the best way to go. It could easily cost 2 grand for a good nitrous set up, with gauges and ignition ....

Most bang for the buck in this case I'd say.
Wet kits will cost you 400 to 600 bucks, depending on what kit and where you get it. That's the only performance upgrade I'd do to the car.
Unfortunetly, the 3.3L engine came in the post G-body...
The 3.3L V6 in the Cutlass is a decent engine, there are performance components for that family.. but I wouldn't bother.
If you like the muscle car look, don't kit the car.. the muscle car guys...
T stat was an easy fix, the other problem might take a while. I've seen that happen from a bad trottle position sensor, and bad ignition coils.

I've seen guys slap together turbo kits in a weekend. It's not hard, just don't do any of the tuning if you don't know what you're doing.
GM made the 305's bore too small to breathe, considering the cylinder head technology it included with the engine..
