He also try to spin it by showing operating expenses staying flat, and completely ignoring capital expenditures that has grown. I'm guessing you're referring to the whole suburbs subsidizing inner city thread we had there? I have a clear understanding, the problem is that the city refuses to break down the non res property tax data so there's no way to use it in the calculations while you assumed all of it should go into "inner city" if I remember right. I'm still waiting for the breakdown report from the COC Corporate Analytics and Innovation Business Unit that they promised me. Maybe you can help get that data to continue that discussion haha. They don't do emails, have no phone access aside from lodging a request through 311.
