I laughed out loud at a couple points, as I'm in complete agreement. When I lived in Hong Kong circa 1996, Danny Lee (owner of Magnum films, my boss), told me that the Chinese people in both HK and the Mainland, if given the option in business/etc to do things illegally, or legally, that if the cost/price is the same either way, they'll choose the illegal way just to stay in practice - referring to your "It's a cultural thing".

I do think that the CCP has weaponized IP theft regarding military tech however, and it's well known that the Chinese Peoples Army/Navy/etc have units that for years have gone about stealing US and NATO tech (Russian too to some extent). CCP is not just enabling it here regarding military tech, their hands are directly in it, as their primary goal is to 1 Take Taiwan, and 2 Take the majority of the South China Sea. They've sent intelligence officers to the USA, or co opted Chinese descent citizens born there, to join the US military, and take careful notes on the procedures/etc of there assigned branch of service. A former US Navy pilot I know very well told me that the Chinese Navy got exact copies of all US Naval aviation procedures by infiltrating agents into the US Navy, and having them just gank everything they could get their hands on (very ease apparently). The CCP is VERY smart and capable, and if you just go to wikipedia and see the Navy and Air Force they've built up in 10 years, you'll see copies of US "everything" in all their new planes/ships (Both of their Stealth/Low Observable planes are F22 and F35 copies for exampled).

Nobody said that laws had to be equivalent everywhere. If you are caught hacking in China, $25 fine. If you are caught putting a "buy it now" button on your webpage in the USA, ignorance of the law and copyright is no excuse $1,000,000 fine.

If you can crack the code of Instragram its arguably worth maybe 1/10th is face value, or maybe $5 Billion US. If the fine is $25 for trying, why wouldn't you try?
