Yah I can't wrap my head around this. First off being European, second off playing sports all my life, this is nothing but unusual over protectiveness. Its not hard to be relatively discreet in any locker room, but are people honestly uncomfortable in those situations? How hard is it to just change, focus on your task and move on? Do people need to look around and notice people being naked around them? Sounds to me like those that are uncomfortable are most uncomfortable about themselves and not those around them
