The "any" versus "all" debate wasn't mentioned in the Stewards' decision. Which means it didn't factor into the decision. If they had said something like 'we accept Red Bull's interpretation and argument' or 'we do no accept Red Bull's interpretation and argument', then that is confirmation of the in/validity of their point. Because the rule wasn't changed after Eifel and there wasn't any move to change the rule. Therefore, it becomes an accepted interpretation of the word "any" as it relates specifically to that article about unlapping cars. If the Eifel decision had gone similarly to the Abu Dhabi decision, it would work the exact same way. Masi in 2021 would say, "'Any' doesn't mean 'all' as set in Eifel 2020, therefore it is within the scope of the rules for me to allow only some of the backmarkers to unlap."

I don’t think anyone is blaming Bottas. This was all Masi. Bottas could have prevented Masi’s decision from having an effect though, which is why I brought it up.
