By a bell mouth I assume you mean a velocity stack... turbonetics sells them, I saw that Alamo had one in stock last time I was there.

What exactly do the velocity stacks/turbo bell mouths do?

Well imagine if instead of writing that letter to the editor, she just posts on a car forum for car enthusiasts. That's Kritafo.

Well from what I've gleaned from the first page of a google search, it sounds like a velocity stack improves performance over a normal air filter assembly.. mostly because it removes the restriction of the filter and from the sounds of it, it increases the velocity of air moving into the intake and then increases overall performance without any trade-off in torque.
But you'll also eat your compressor wheel pretty fast, since there is absolutely no filtration with this kind of setup, and you will get all kinds of shit in there, like rocks.

running a turbo w/o a filter = BAD idea, esspecially considering calgary's track is surrounded by gravel roads

How could you possibly NOT BOOST with a filter? I can recall about a dozen cars making gads more horsepower then you, running either gigantic cone filters or the mushroom ones, and they are all doing just fine.
If you can't boost, then other things are not right.
