the bus driver did witness what was going on, he did pull over and contact the police right away giving them his location. but as soon as the bus stopped the 4 youths ran off the bus. yeah should've done this and should've done that. people are more scared to get involved because they don't want to be the victim either. that's just how people are, not everyone but most.

wat a fucked up bus driver, he coulda locked the doors so they couldnt off, i remember back in high school, there was areguement on the bus and the bus driver pulled over , locked the doors no one on or off until the cops got there
