There is a place on 4th ave and 4th street. It is across from the shell center on the south side. They are on the +15 level.

Just a block west of Harry hays on the NW corner is an passport photo place. If you go into the passport office they have a listing of places within walking distance.

There's a chinese place on the east side of center street between 3rd and 4th ave. It's right beside Dragon City. They'll do it right away, and I was told that it's the cheapest place. The powder that they put on your face kind of stinks though.

The cheapest place is in that 5 Harvest shopping plaza or whatever it's called in Chinatown. There's a photoshop on your right once you walk through the doors.

I took some on the second level camera store (don't know what the name was) and they screwed up pretty bad. When I got to the passport office they sent me to get new pictures. It was some store just around the corner of dragon city mall. I think it was Center Street and 4th Avenue. They did a good job.

Just go to any blacks camera store in the mall and they'll do it. There is one in TD.
It reduces glare so that the picture doesn't have any "suspicious" bright areas.
