ok thanks I will pass that on...I just moved here from nb and man oh man I feel bad for him...700+ in tickets the other night and another 2800 tuesday if he dosn't provide proof of insurance so yeah haha. nb it's like 1200 and thats it

^that sounds like failure to produce insurance/registration fines as well as speeding to get pulled over in the first place

Having no insurance wont make his insurance go up, it will make it harder to find a company willing to insure him.
Getting insurance at this point in order to present it as a defence for not having it in the car at the time isn't going to work. The pink slip will have the date that the coverage starts, so it's fairly obvious that he didn't have it at the time. If he pulls that shit, he can add fraud charges to the list.
Tell your buddy to suck it up and pay the fines, he deserves it. I'm assuming that none of you have been hit by someone without insurance before. Let me tell you from personal experience that you'll be paying for any damages out of your own pocket and you might be able to sue the other person for your damages....but it's just a pain in the ass. He should learn from his mistakes. I bet after paying that fine, he won't do that again. Time to grow up and accept responsibility. If you drive, you need insurance....end of story.
As far as getting insurance at this point....well he'll have to get whatever he can. I don't think that not having insurance previously would affect his chances though. It's different than a non-payment and it's not a moving violation, so I can't see if affecting his premiums. Just don't mention it while you're shopping around.
I love all the e-insurance brokers who chime in without knowing anything about the subject.
