I think that a 2000+ Pontiac Grand Am will give you the most options for modding in both performance and visual areas. As far as ease of engine swap and choice of engine, you'll probably want to go with and LT-1 V8 or any crate engine offered by chevrolet- I know that they are a direct bolt in so you should go ahead and try the swap yourself

The Grand Am would be a nice choice indeed. Canadian Tire stocks most of the items you will need for exterior / visual upgrades and the chev small block will bolt right in! If thats a little out of the budget a Cavalier will also provide a great platform for modding.
