It is trying to catch, so it might just be flooded. Put your foot to the floor, and crank for about 15-20 seconds. Wait a little bit for the starter to cool, and try it again.
sounds like lack of fuel to me...
take the fuel filter off.
blow threw it in the direction of flow
you should be abel to blow threw it fairly easy.
if not replace that.
you would be supprised how often this is a problem.
what kinda car is it?
Well there are a couple things you can try.
If it's flooded (which by the way doesn't sound like it but worth a shot I suppose), spray a bunch of carb cleaner into the intake and have someone fire it up.
If it's flooding as well, your spark plugs will be dark as shit and covered in gas.
But it sounds like it's not getting enough fuel. Either fuel pump or filter. The filter is cheaper so try that first with the method mentioned above.

this happens to my sisters car lots, has same engine as the neon, its the spark plugs they have gas on them, also put boost the car like the battery is dead and just keep trying at her it will start
so if this is the case, gas on spark plugs, how can i fix this so it doesnt happen in the future?

when its cold out do you plug it in? i find everytime its cold and we dont plug it in this happens when we try and start it up
ya the week it was -30 it didnt start for three days
oh and i dont plug it in, i only have a single car garage so the neon is on the street, and i dont have a long enough extension cord, and stupid kids steal em

ok try this out tomorrow, pull up your car, start it up, plug the boosters on the neon, and try for about 15-30min it should start and whatever u do DO NOT TOUCH THE GAS
you mean try to start it continually for 30mins?
wont that pooch the starter?

lolool no no like try for a bit then stop try again then stop maybe like 5-6 sec
You can try to floor the gas pedal down.... and crank... hold the crank for i'd say 4-5 seconds... try that 2-3 times, Nothing more than that! if that doesn't help... simply pull out the spark plugs and dry it off... if you have an air hose try to air out each cylinder..
simple way to test fuel pump is disconnect the feed line from the filter and see if gas is spiting out when you crank... but before that you should be able to hear your fuel pump kick in ever time you turn your key all the way without starting. should be a humming nosie that last like 2 seconds, thats if the pump is working..
P.S. Before you take anything apart... check all your Fuses and relays first ... get the simple stuff out of the way and go from there

water in the distributor could do it too, just take the cap off and if there's water in ti soak it up.
if it was a 88-91 honda it could be the main fuel relay. had it go on me in 2 different hondas
im sure its just cuz it was cold and wasnt plugged in it always happens to my sister
