It does only apply to air travel. If you're crossing into the US via road you still can get in and out with only your driver's license and birth certificate until Dec 31/2007.
If you're flying you HAVE to have a passport or you're hooped.

Not a bad idea to have a passport either way cause it's less of a hassle to cross the border even if you are driving.
As previously mentioned you'll need it to even drive into the US come Jan 1/2008 anyway so why not have it. Get it and it's good for 5 years.
