I know that with an American penny, if the tread doesn't cover the crown it means your tires are useless.
Now with a Canadian penny, if the tread doesn't cover the top of the queen's hair, it means your tires are useless.
Am I correct?

It's called tread, and it doesn't work that way. Look for the wear bars on your tires.
