Alright...
[begin rant]
The CRTC governs all of canada telecomunications sector
now, I'll use telus as the example...
Everyone knows Telus has pretty shitty Long Distance rates...the reason for this is 2 things
1) Some companies specialize specifically in long distance, Telus is a Full Service Providor (Telephoney, Wireless, Internet and PCMS) Loosng a few thousand peiople to some LD company isn't going to hurt much, as Long Distance is on its way out, and we could expect it gone come 2007 (all internet)
2) The CRTC says that Telus must wait 6 months befor they are allowed to match any competitors rates, where as companies like Sprint, Excel, Primus, Wintel ETC only have an 8 day rate change cycle so by the time telus gets around to changing thier rates you see the other companies comeing out with something new. Ever noticed that Telus comes out with something sweet and not a month later all the other companies have it? Thats why...
Even if Telus wanted to beat a competitors plan, it would take 6 months to change it, and by then its too late anyways.
Why does the CRTC shaft Telus?
Its simple...Telus holds 83 percent market share in western canada...In order to give other companies a chance, they limit what Telus can sell, and what they can charge for it.
Spring now ofers home telephone service in calgary, and they use Telus lines to provide it, and Telus, by "law" have to charge them X much of a discount for using them...because Telus was here first...
What is a beauty though, is that thus far, internet has not been affected by too much of a price gouge by the CRTC, and so we as canadians enjoy the lowest priced broadband internet on the planet. (Cable = 39-69/mo USD, ADSL 39-59/mo USD for basic 1.5M lines)
[/End Rant]
Thats what the CRTC does basically...

Telus cant just go run thier High Speed frequency through some chaps line that doesn't belong to them.

i don't think shaw charges 'extra' fees for setting up a cable internet modem at my house even if i don't use their cable.
