im not all down for "street racing" however i don't want to get all worried because my car is modified.

Just the way you keep guns out of stupid peoples hands, you cant.
They can make laws saying this and that about modified cars, but its gonna keep on happening regaurdless.
They can make laws saying its manditory to get appraisals/inspections done whenever a car is modified, which will then increase your insurance, thus keeping the younger kids without money off the street with modified cars, however this will not solve the solution at all.
The young drivers who were involved in this will probably get the book thrown at them, trying to make an exmaple, but sadly, things wont change.
What would happen if I go to local performance shop and buy a crap load of stickers and stick it to a car that belongs to someone I don't like??

Well, if he waited for this to come into law before taking the stickers off, then shipped his car to Toronto, then got someone to tip off the police that they saw him racing it and give them his license plate number and address, well, it might get crushed?

didn't ontario do something similar in the news where they crushed a couple cars and said "these cars were street racing" when the truth of the situation is that they were seized in a drug bust?
as per the cali cars, "VIN fell off" leads me to believe something closer to stolen car, can't prove ownership, police can technically destroy it.

You guys need to re-read what was said, he's NOT trying to pass a law. He is the attorney general (a lawyer for the government) and says they can CURRENTLY seize and destroy cars.
That means that 1) some sort of law already exists for this, and 2) he has interpreted the meaning of the law to allow them to do this.
I am NOT a lawyer or familiar with Ontario Law, but I suspect there may be some sort of law that permits seizure of property with intent to do public harm (ie: posessing weapons grade plutonium) and Mr Bryant is interpreting that law in this manor.
