20% boost in oil royalty hike

so this news has been going on for some time now, and in calgarysun this morning,

they mention we are already in a economy slow down.

Can someone tell me what slow down this is? I thought canada is actually at the peak.

Is it housing? weak manufacturing because of the strong loonie? or to be?
