in asian supermarkets you can get japanese green tea in tea bags and korean green tea.
but that still is a grocery store though.
im pretty sure health food stores sell organic green tea.
Oolong Tea House in Kensington would be a guess.

There's a Japanese/Korean mini-mart on the corner of 14st and 10th ave SW in the strip mall next to the Community Health Food Store. They should have some stuff for you.
I think there's also a Korean/Japanese store behind Yamato Sushi across from Churchill.
I bought a big bag from a Sushi place in Edmonton last time I was up there. $60 for 100 of those restaurant sized bags. The owner imported it from Japan. Tastes awesome!

buy crushed green tea leaves in big bags then buy a stainless mesh tea ball. i find that it tastes better than the processed and packaged stuff you buy at grocery stores...

try www.tnik.com the are based out of calgary and have some really good green tea. you will probably also want to check out steeps as someone already mentioned. what you can do is buy leafs and then buy those tea bag pouches so you can fill them yourself.
If you go to the Calgary Farmers Market in the curry barackes. There is a tea store there with alot of differant kind of teas.

Any particular reason why it needs to be in bags? From the sounds of it, you're looking for something of higher quality than Tetley... but really, any bagged tea that you buy contains dust and stems left over from "premium" loose teas.
There's a number of options for preparing loose tea that make it as convenient as tea bags, including bodum tea pots or presses, sachets (basically disposable pouches that you put your own tea into), or stainless steel tea balls, like someone else suggested.
Steeps on 17th, Oolong in Kensington, or Totalitea in Bankers Hall are probably good places to start...
