Hard to say, I know that a lot of South American countries have made it so that only National companies can get the oil. I think Venezuela kicked everyone out. I am not sure about Brazil.

PetroBras controls some ungodly percentage of production and movements in Brasil. Wouldn't be surprised to hear it approaching 90-95%.
