you dont jus fukin ask and buy, u dont even know the guy.how can u trust him??
u check:
damage,rust,tire wear,engine, brakes, interior, if it runs good, burns oil?? annnnnnnnnnnnnnd theeeeeeeen you buy, no need to ask "why are you selllin it?" just get his name (his real name) on the bill of sale, and if a cop pulls you over and says "this is a stolen car?"
you just tell them that you bought it from whoever, and give them the address and they can go deal with the guy

you dont hafta know the dudes issues, all you need is bill of sale, bill of sale means EVERTHING!!,
