If you look closely you can see that each car has the same color on the rocker panel, rear quarter, and roof. That is considered the "base" color of the car and that is what goes on the registration .

I notice all the Harlequins on that registry don't have a consistent colour scheme. They must have just raided the spare parts bin to put these things together. Got a left-over blue door with no companion? Slap it on there.

There's a few cheaters in that registry, though, having done a custom paint job.
