How is this mortgage fraud? Enmax does not equal mortgage payments last I checked.
We need details here. What's he being billed for by Enmax? It is one month service or are there connection fees as well? Did you ask Enmax when the account was started and for the account history?
Did your father have ANY connection to this property in the past?
What did the letter on the door say?

As for your dad checking into his credit history to find out if there are other instances of odd things (like banks he's never banked with checking his credit at a time he never applied for any, unknown car loans, etc) he should go to:
Transunion http://www.transunion.ca/
and Equifax http://www.equifax.com/home/en_ca. I've heard there's another one but I don't really remember the name or anything. I'd also recommend looking at both because I've noticed some things that show up on my Transunion isn't listed on Equifax and vice versa.
Watch what you're clicking and agreeing to when you go on those sites. It always seems like they're trying to get to to sign up or agree to a monthly fee for monitoring or extra junk you don't need.
As someone mentioned above, try to get as much information as possible from Enmax about who/what/when the account was opened. I think when I signed up for Shaw, they asked me for my DL number, but I'm not sure if Enmax does.

i had something like this happen to me i havent looked into but it had to do with a telus landline under my name...all i have is a cell phone and i live at home so my parents have a landline...
i have to phone them monday...
