i finally got around to doing this for utorrent.
and it did fuck all but slow my speeds down. im now at like 10kb/s.

any insight

try a different port? and use encryption

^ Good link to speed tests, tweak tests, etc. If I recall, run the tweak test then download their simple .exe and you can change some settings for your internet that may give you better speeds. If you're using a router, don't be cheap, get a high quality one.

Those are the only tips I can think of for attaining faster, more consistent download speeds...
