Just got a car in June, didn't need the recall letter until I was back in Canada and needed Inspection Form 2.

Weird the guy that took care of my paper work asked to see them for the suv and boat and for volvo i also had to show him a admisability letter(or something like that) which stated that the suv would be legal after some modifications.

Maybe they are not mandatory but i was asked for them.

You will need it eventually why not go fully prepared?

....you can drive back. you dont need the form at the border, you need to fax riv the recall letter to get the second form sent to you for your federal inspection.

I was asked for it at the border last year. RIV website says you require it for the form (as the other posters have mentioned); but we were asked at the border and again when I got my forms

i think it used to be like that, but you only need to send it in to get your form 2 now.

I brought in an M3 a few months ago. I didn't need the recall clearance letter at the border, just the admissibility letter. You can't get a recall clearance letter from BMW Canada until they have inspected the car, which of course requires it to be in Canada first. You only need the recall clearance to get your Form 2 like others have said.
