Default How do I resize something to paste on other picture?

First of all, I'm a PS newb, so be easy on me. Been trying to paste my Euro plate on another pic, that I have been working on. I will show pics to give you an idea.

    Thx.

In PS go to the menu "Image" --> select "Image Size" -->Enter a desired size (you can choose from pixel or %)

From there you can cut & paste. Or vice-versa.
