Its a Brake resevoir cover. Its used to soak up and absorb leakage of fluid from the cylinder.

its for the brake fluid reservoir, and i don;t think its to soak up extra fluid, but rather for insulation.
that one is JDM, and the pic is from the JDM CTR in last months import tuner.

You don't want to insulate your brake fluid. The fluid needs to get rid of heat to work properly, otherwise it will boil over and you'll lose all pedal feel.
