I had the opportunity to talk to someone from the Gang Unit - he says they know pretty much who all the gang bangers are. Unfortunately, they can't move in and bust anyone until they have hard evidence that puts them in jail - not small charges that get community service/short stays in jail etc. Otherwise they will be back on the streets in a few weeks tops.

He said it's a shitty situation, they monitor these guys all the time and can't do squat against them.
