If it's around midnight chances are there were no workers in the construction zone at the time so it wouldn't be a double ticket...or at least that's how I understand the rule to be...it's only double the ticket if there are workers present, right?

"Special Constables" they are called IIRC. Whether they are the forces senior guys waiting on retirement or another source of employment through the force (city) with less authority, I am not sure.
