It may be a civil suit which the original lawyer can care less.
Did he damage the car? If yes, then yes, he will have to go to court over the civil liablity.

The first lawyer that says everything is alright (after community service) was most likely based on criminal defense, keeping ur buddy out of jail.
The $11,000 from insurance company is a civil action, we don't know what for, probably talk to the insurance company who's seeking this amount... Then your friend can figure out if it's worth it to pay, or to hire a lawyer and come up with a defense (that's when you can suggest to the lawyers or judge if it goes to court if he's paying this amount, shouldn't he be keeping the vehicle)

Taking parts off, regardless of them easily being put back on or not, is damage. Who gives two shits if it was easy or not? The rightful owner of that vehicle didn't allow that person to take that vehicle or the parts of it!
Don't even get me started on the part about him paying money and him getting the car... I can't believe you even asked that. He has already been held criminally liable, and now he is going to pay the piper on the civil side. It's called being accountable/responsible for your actions - he is going to pay for that damage, end of story.

I think the $11K probably include most of the labor involved in processing the case, fixing the car and other stuff. They will ask for every penny back for work related to the case.

Insurance company will recoup all its costs including the complete payout (repair, car rental, etc) and any admin costs relating to the file including court costs to sue your friend.
