It's just like promoting a shop that mods your cars engine to go faster. It's not illegal, but the work done will allow you to pursue illegal activities. So what's the big deal?

On beyond discussion of modding is not allowed. Point blank. Just like FTA satillite, and direction to street racing.
Its to promote a positive reputation. We are already looked down on because modding our cars is an outlaw thing to do. So why add to it, with legitamate illegal discussions?
If you want to mod your xbox, go ahead, just google a specific forum for it.

Well I know people that mod playstation for the sole reason he burns his own games so if the originals get scratched he can still play it. Also that is not illegal if you own the original still.

Fact of the matter is, we don't allow mod chip discussions. It does not matter if its legal, illegal or somewhere in between. We were also going to ban discussions of elephants but that motion failed to pass in a meeting we had recently.
