Canada has been pulling back its extremely limited armor support to Northern Alberta.

The bomber that Russia flew over the arctic pretty well increased the alert level (whatever system we have here in Canada for alert levels) to the critically low armaments in that area.

I would not be surprised if it was a direct request from Obama himself - don't worry about places like Afghanistan - use your limited military resources to make sure the oil supply is well protected.

Although a shot in the arm of $40 million is hardly more than a token response.

That would be my assumption (and its just a guess)
